Manchester Plan of Intent

The i5Group, along with Community & Economic Development Solutions, assisted the City of Manchester with developing a Plan of Intent for annexation of over 1,400 acres and over 6,500 population in unincorporated St. Louis County. The Plan of Intent included sections and information on:

• Geography

• Financial

• Services

• Zoning/Land Use

The i5Group Team coordinated closely with the City in developing the Plan of Intent. The i5Group recommended the City perform robust community engagement. The City held 26 meetings with subdivisions, residents, community organizations, and seven town halls.

The Plan of Intent was a success. The St. Louis County Boundary Commission approved the Plan of Intent in early 2023. The annexation proposal will be voted on by residents in the annexation area and the City of Manchester in November 2023.
